Can all pieces move on or over the central square?
Yes. By doing so they can prevent a King from conquering the Central Square.
Can captured pieces be brought back into play?
Yes, by means of enchanting.
Can enchanting always take place?
If a King or a sorcerer is aiming to enchant a piece, but that piece is not available in the own color (either from the pieces in reserve or the newly captured pieces), the enchanting cannot take place.
Can the game end in a draw?
Yes, this might or is even likely to happen if there are no more warlords in the game.
About the exception rule...
If the King is the last piece standing, he is allowed to capture watchmen and warlords. However, if the King enchants a new sorcerer, he is no longer the last piece standing and thus (temporarily) loses the right to capture pieces. Until he's the last one, again...
